With reference to Colonial Office letter No.

53548/38 Pt. II of the 12th December, I am directed by

Viscount Halifax to inform you that he agrees with Mr.

MacDonald's view that in the present circumstances it

would be contrary to the interests of Hong Kong to permit

the export of munitions to the forces engaged in Southern

Kwangtung by lorry or coasting vessel.

He also agrees

that the criterion in the latter case should be the

destination of the vessel.

2. Copies of this letter are being sent to the

War Office, Admiralty, Air Ministry, Board of Trade and

Burma Office.
